Are we charged for the Fraud API calls in a sandbox account?

Yes. We charge for all transactions from both Production and Sandbox accounts. If you're on the free plan that means that API calls to both environments count towards your monthly limit. Other than that, it works as a separate instance with the same users (if access is enabled), you can read more about the Sandbox environment here.
