Is it possible to add combined conditions to the blacklist? (e.g. Email + IP address)

In this case, we suggest using two parameters in a Custom rule (email and IP). However, if one of the two data points is already on the blacklist, the transaction will be automatically declined, since the blacklist is the strongest rule.
