What does the Medium-Risk and High-Risk Threshold number represent?

There is an outcome value of each rule (e.g. how many customers used the same IP within the last day). If it reaches the medium risk threshold (3) we add a +5 score, if it reaches the high-risk threshold (20) we add a +10 score.
