What happens if I have a rule that sets the State to Review and at the same time I have a rule that sets a score? Does the State rule override the Decline from the score?

Yes, state rules take precedence over score rules. In this case, the transaction will be moved to REVIEW. However, whitelisted and blacklisted data points have the highest priority and will override even state rules.
