What happens if I have a rule that sets the State to Review and at the same time I have a rule that sets a score? Does the State rule override the Decline from the score?

Yes. State rules are stronger than score rules. In this case, the transaction will go to REVIEW.
The whitelisted and blacklisted data points have the highest priority and they will override even the states.
