Should we send in all transactional information that we capture, including failed deposits?

You can send the failed transactions as well. All you need to do is mark in custom_fields that it was a failed one — then you can build rules on this data. Please note that we do not differentiate successful and failed transactions in terms of invoicing, the same contractual fee is applied.
